ALTERNATIVES ANALYSIS REPORT

This report describes the process used to develop and screen alternatives to meet the purpose and needs for the proposed SDS Project. A sequential screening process considering significant issues, environmental characteristics, purpose and need and cost, and significant issues for scoping was used. These alternatives represents a reasonable range of practicable alternatives that are responsive to significant scoping issues and satisfy requirements for alternative selections under National Environmental Policy Act regulation and section 404 of the Clean Water Act. The draft EIS will evaluate and compared the relative effect of these alternatives of resources of concern.
